第四篇政治経済学体系について

Political economy, considered as a branch of the science of a statesman or legislator, proposes two distinct objects;	政治経済学は、政治家や立法者の科学の一分野と考えられるが、二つの異なる目的を掲げている。
first, to provide a plentiful revenue or subsistence for the people, or, more properly, to enable them to provide such a revenue or subsistence for themselves;	第一に、国民に豊かな収入や生計を提供すること、より正確に言えば、国民が自らそのような収入や生計を得られるようにすることである。
and, secondly, to supply the state or commonwealth with a revenue sufficient for the public services.	第二に、国家や連邦に公共サービスに十分な収入を提供することである。
It proposes to enrich both the people and the sovereign.	国民と君主の両方を豊かにすることを提案している。

The different progress of opulence in different ages and nations, has given occasion to two different systems of political economy, with regard to enriching the people.	時代や国によって富の進歩が異なるため、国民を豊かにするという点で、二つの異なる政治経済システムが生まれた。
The one may be called the system of commerce, the other that of agriculture.	一つは商業システム、もう一つは農業システムと呼ぶことができる。
I shall endeavour to explain both as fully and distinctly as I can, and shall begin with the system of commerce.	私はできるだけ完全に、また明確に両者を説明するよう努力するつもりであり、商業システムから始める。
It is the modern system, and is best understood in our own country and in our own times.	それは近代的なシステムであり、我が国や我々の時代に最もよく理解されている。
